Students are given the topic when they sit for the essay.
There are three high schools in our area which sponsor the JROTC program. We present an outstanding high school  JROTC cadet from each school with a certificate, bronze medal, and monetary award. The cadet is selected by his/her commander for his/her outstanding leadership.
